據俄新社10月24日報道，俄羅斯總統新聞秘書佩斯科夫表示，俄羅斯非常多資產被西方「竊取」，包括黃金外匯儲備。
據報道，上周，歐盟領導人責成歐盟委員會起草關於將被凍結的俄羅斯資產用於重建烏克蘭的提案。
佩斯科夫對記者說：「你們知道，非常多資產現在實際上被屬於我們稱之為『西方集體』的國家竊取了，其中包括黃金外匯儲備。這完全是非法行為，它們違反國際法，這就是侵占財產，國家和個人的財產。」

歐盟委員會負責法律事務的委員迪迪埃·雷恩代爾早前表示，歐盟國家凍結了174億歐元的俄企業資產。
