據韓聯社10月25日報道，韓國總統尹錫悅當天在韓國國會發表「2023年度預算案施政演說」，而韓國最大在野黨共同民主黨則決定集體不出席。報道稱，這在韓國憲政史上屬首次。
尹錫悅當天上午在國會發表施政演說，介紹政府的2023年預算案，這是尹錫悅就任以來首次發表預算演說。民主黨發言人吳永煥當天在該黨議員大會結束後表示，民主黨議員全員不會進入會場，將在國會大廈大堂前手持標牌舉行「沈默」示威。民主黨將在尹錫悅發表施政演說時以閉門形式召開議員大會，在施政演說結束後繼續在國會大廈大堂進行示威。
